I had the same issue with a friend on our consoles. Ended up setting up port forwarding through my router and that fixed all the issues. Would try this out. It is the server browser that is the issue. It doesn't matter if you started a multiplayer game from your pc, have your own dedicated server, or rent a server. The server browser (the selection screen where you can select a servver to join) just is bugged. The only way renting a server helps here is if it's running 24/7. Basically just pick the option closest to what your internet connection speed is rated for. Personally with a 500mb/25mb cable connection, I usually just pick LAN anyways.
